Little Rock Mayor to require street solictors to rap for handouts

Little Rock Mayor Frank Scott, Jr. unveils new plan for beggars

 

Little Rock mayor Frank Scott, Jr. has put forth a new ordinance that will require all individuals soliciting funds in public to rap for donations.

Violators will be subject to a fine. 

The new ordinance will be voted on at the January 18th meeting of the City Board of Directors.

A press release from the mayor's office stated the new requirement would help improve the image of the crime ridden city and that the beggar with the best flow would make a lot of cheddar.
